Before submitting an application, it is highly recommended to arrange a pre-application meeting with the Executive Officer. This will ensure that the applicant and the relevant authorities fully understand the requirements and processes of LAFCO.

This application is necessary for proposals involving the following organizational changes:

  • Annexation

  • Sphere of Influence

  • Detachment

  • Consolidation

  • Incorporation

  • Formation of Cities and Special Districts

  • Extension of Services

Please note: A LAFCO Application will not be accepted unless an Indemnification Agreement is submitted with it.

A sphere of influence is a designated boundary line adopted by LAFCO to outline the future boundary and service area for a city or a special district. It typically represents a projected growth area for a 20-to-25-year period. Please refer to the Sphere of Influence Guidelines for information on how to submit your application. 

Please note: An indemnification agreement must accompany a sphere of influence application for it to be accepted.

Service Area Plans (SAPs), also known as Municipal Service Reviews (MSRs), are comprehensive studies designed to provide better information to LAFCOs, local agencies, and the community about the capacity, level, and efficiency of services, as well as to facilitate coordination and opportunities between service providers. SAPs need to be updated by all cities and special districts in Imperial County every 5 years. The Service Area Plan Guidelines provide detailed instructions and requirements for the necessary information within an SAP document.  The Service Area Plan Submittal Summary summarizes basic information within the SAP document. 

Please note: The submittal summary and indemnification form is required when submitting the SAP.

You can request or copy records at any time. Once you submit the request for Public Records form, it will be sent to the Executive Officer for approval.  After approval, staff has up to 10 days to provide the copies or schedule an appointment for you to inspect the file. 

Copy charges are as follows:

  • $2.00 for the first page

  • $0.20 for each subsequent page

  • $10.00 for 24x36 maps

  • $10.00 for copies to be placed on a CD

  • $50.00 per hour charges may be applicable as instructed by the Executive Officer
